I'd go with the smaller reel size and 8 pound test monofilament, unless you know how to tie spider hitch knots to double the braid befroe using uni-knot to uni-knot to attach 20# flourcarbon leader material.  Mono- can be tied to leader material with a simple double overhand knot (Surgeon's knot).  Stay away from swivels, heavy weights and steel leaders.  A 7' medium action rod with the 3000 reel will cast a 1/4 oz gold spoon or topwater lure a good long way.  Casting accuracy is important so make every cast count by aiming at a spot on the water and try to hit it, every cast.  This time of year use sub-surface lures and fish them slowly.
